Rearming Sysprep

I'm trying to sysprep a machine in order to make an oobe image. Upon running sysprep, I receive a Fatal Error. This is because the machine has been sysprepped before and the rearm count has reached 0. I've read up on workarounds to reset the rearm and here are the steps I have taken:

1. Elevated command line: C:\windows\system32\sysprep>slmgr -rearm

-> get an error about maximum number of rearms exceed. Slmgr /dlv confirms it.

2. Changed HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\WindowsNT\CurrentVersion\SoftwhereProtectionPlatform\ SkipRearm from 0 to 1

3. Elevated command line: Run C:\windows\system32\sysprep>slmgr -rearm again and get a success message telling me to restart to apply changes.

4. Restart

5. Change HKEY_LOCAL_MACHINE\SYSTEM\Setup\Status\SysprepStatus CleanupState to 2 and GeneralizationState to 7

6. Run> msdtc -uninstall

7. Run> msdtc -install

8. Restart computer then confirm the Registry values stayed the same

9. Elevated command line: C:\windows\system32\sysprep> sysprep.exe and then run it with /oobe /generalize and shutdown
